Job Description

The Principal Transport Planner provides strategic leadership and authoritative advice to shape Council’s transport planning framework. The role ensures transport strategies, policies and programs respond to community values, organisational priorities and broader state and national policy settings, and are translated into coordinated, high-quality delivery outcomes.

Key Responsibilities:
•    Drafting, reviewing and coordinating transport strategies, action plans and policy documents, including managing internal reviews and consolidating feedback.
•    Regularly testing strategic documents against Council Plan objectives, budget cycles and delivery programs to ensure they remain current and relevant.
•    Preparing briefing notes, reports and recommendations that clearly explain strategic intent, trade-offs and implications.
•    Maintaining oversight of how individual projects and initiatives fit within the broader transport planning framework.
•    Developing consultant briefs, scopes and evaluation criteria in collaboration with internal stakeholders.
•    Managing consultant programs, including project meetings, milestone reviews and quality assurance of outputs. 
•    Reviewing technical reports, drawings and recommendations to ensure they are accurate, practical and aligned with Council expectations.
•    Managing budgets, variations and timelines, and resolving issues as they arise.
•    Working with engineering, capital works and operations teams to turn strategic directions into deliverable projects.
•    Advising on project scope, staging and prioritisation to reflect strategic objectives and funding constraints.
•    Supporting pilots and trials by defining objectives, success measures and evaluation approaches.
•    Troubleshooting delivery issues where strategic intent and on-ground constraints conflict.

Join us in this full-time permanent role, offering a competitive salary range of $111,411  - $123,743, plus 12% superannuation. 

Desired Skills and Experience

What you’ll need to succeed:

•    Extensive knowledge of strategic transport planning, road safety and mobility planning.
•    Strong understanding of local government and state policy environments.
•    In-depth understanding of relevant technologies, procedures, and processes specific to the operating unit for effective supervision and management by identifying best practices, optimizing workflows, and ensuring compliance with industry standards.
•    Demonstrates and initiates long-term goals for the functional unit while aligning with relevant policies by setting clear objectives, developing strategic plans, and ensuring all activities are in line with organisational policies and long-term vision.
•    Proven ability to manage multiple complex projects and consultants concurrently.
•    Strong capability in briefing, reporting and governance processes.
•    Highly developed written and verbal communication skills.
•    Ability to influence, negotiate and build trust with senior stakeholders.
•    Ability to gain cooperation and assistance from clients, the public, and colleagues, effectively motivating and developing team members in the administration of broadly defined activities.
•    Proficient in liaising with counterparts in other organisations to discuss and resolve specialist problems, fostering collaboration and communication across different entities.
