Job Description

As Technical Officer Consent and Reports you will be responsible for processing applications or referrals to Council and prepare reports on behalf of the delegate that may be consented to or refused.  When deciding to consent or refuse, Council’s delegate and the Technical Officer must consider Ministers Guidelines, Council’s Infrastructure requirements and what is in the best interests of the community.  
You will be required to ensure that attention is to be given to appropriate design and development to maintain amenity that is expected by the broader community.  It is expected that there is consistency in process and decision making.

Key Responsibilities:
•    Ensure that all statutory obligations are adhered to when applications are submitted to Council to vary the siting and non-siting regulations.
•    Confer with applicants, objectors, government agencies and other interested parties to resolve problems. 
•    Liaise with other Council departments and relevant external authorities to facilitate and expedite the ‘Report and Consent’ process 
•    Liaise with relevant external authorities to facilitate and expedite the ‘Report and Consent’ process 
•    Prepare submissions on behalf of the Municipal Building Surveyor to be presented to the Building Appeals Board.
•    Prepare submissions on behalf of the Municipal Building Surveyor to be presented to Council.
•    Provide advice in the interpretation of the siting provisions of the Building Regulations 2018 and Councils Planning Scheme in respect of single dwellings.

Join us in this full-time permanent role, offering a competitive salary range of $100,066 - $108,372 plus 12% superannuation. 

Desired Skills and Experience

What you’ll need to succeed:

  • Extensive knowledge, understanding and the ability to interpret the Building Act 1993 and the Building Regulations 2018, in particular the siting provisions for single dwellings, and the process to be followed in respect of variations to the siting provisions.
  • Extensive experience in administering consent and report (dispensations) function within local government, including some experience presenting to the Building Appeals Board or similar statutory body
  • Knowledge, understanding and the ability to interpret Councils Planning Scheme and related legislation, that varies specific aspects of Part 5 of the Building Regulations and the underlying principles of this part of the planning scheme
  • Ability to liaise with and accurately relay the content and principles of these Acts, Regulations and Planning Schemes to applicants, other Council departments, regulatory authorities and the public in a courteous and professional manner.
  • A high level of understanding of the political environment under which the report and consent applications operate. 
  • Proficiency in reading and interpreting building plans, relating to proposals to vary the Building Regulations. 
  • Advocacy skills in representing Council before the Building Appeals Board. 
  • Demonstrated work experience in assessment of report and consent applications that showcases applicable skills and knowledge.
  • Experience in presenting to the Building Appeals Board or similar statutory body.
  • Proficient in the use of the Microsoft Suite of programs, Technology 1, HP Content Manager and Adobe Acrobat, with a strong ability to apply these skills in a practical work setting.
